Financial Services

The Financial Services Department at Swartland Municipality maintains robust financial management and accountability. The department ensures efficient use and safeguarding of municipal resources, oversees accurate financial reporting, and implements Council's financial decisions with transparency. 

Key Services:

  • Annual Budgeting and Budget Control: Preparation and management of the municipality's budget.
  • Financial Reporting: Compilation of accurate annual financial statements and management of financial statistics.
  • Procurement/Supply Chain Management: Tenders,  procurement processes, supply chain database and compliance to SCM procedures. 
  • management of municipal income streams.
  • Expenditure Management: Oversight of municipal spending to ensure fiscal discipline.
  • Asset and Fleet Management: Maintenance and management of municipal assets, including fleet vehicles
  • Credit Control and Debt Collection: Debt recovery strategies, payment arrangements, indigent subsidies, and socio-economic surveys. 
  • Revenue Services: Includes all income related to the municipality including rates, debtors and vendors.  
  • Meter Readers: Reading of meters for municipal electricity meters and water meters.

Billing Enquiries: 

  • Acknowledged within five (5) working days. 
  • Resolved within ten (10) working days, or feedback provided if unresolved.

Monthly Billing: 

  • Bills dispatched by the tenth day of every month.

Meter reading services must adhere to standards like NRS 057 and SANS 474, which outline the minimum requirements for metering installations and service providers. Electricity and water meters for residential clients must be read at least three monthly.
